In the second issue of the on-line journal "Lifelong Education: the XXI Century" the discussion of methodological renewal in studies based on the integrating of modern knowledge is continued. The situation of ontological turn in the education sciences is considered, and a new theoretical approach to the problems of the upbringing in the context of the post-industrial modernization is suggested. In addition, a general outline of the possibilities of methodological interrelation of socio-kinetics and the theory of lifelong learning in the field of research of civil education, social competency development, and socialization is given.  The implementation of positive psychology in the system of continuous professional education is demonstrated through the example of the course "Vital Navigation".

The discussion on the role of universities in the development of continuing education that started in the article “Third mission indicators for new ranking methodologies” in the first issue, continues by the analysis of the mission of institutions of continuing education that have appeared in recent years in many regions of our country. As an illustration of innovative approaches to lifelong learning in the contemporary Russian social-cultural environment, the practice of non-governmental NEoAcademy is discussed. 

International practices are considered on the example of European union policy in lifelong foreign language learning and Swedish institutions for adults with low training abilities (särvux).  We think that the readers will also be interested in the results of the study of some cognitive properties of the 21st century generation, called «'C'learners», which was conducted by the researchers from Australia and Singapore.

Beginning with this issue, in the section  "Learning throughout the life", we start the series of publications based on the results of scientific reflection on personal experience of teaching people that have achieved professional heights. The assessment of personal biographical time and the facts of the own life reveals, in this context, the essence and individual sources of (self-) education  throughout the life.   

The analysis of terms referring to the new literacy and new illiteracy of the XXI century continues the examining of scientific vocabulary to describe the modern context of lifelong learning. 

The members of the editorial board are waiting for new materials and would like to thank the authors and the readers who have shown interest in a new scientific on-line journal  "Lifelong Education: the XXI Century". ISSN (International Standard Serial Number that is used in more than 130 countries) is assigned to the journal: ISSN 2308-7234. The journal will be registered in RSCI (Russian Science Citation Index) soon. All the materials are open access and published on-line with the financial support of the Strategic Development Program (2012-2016) "The PetrSU complex in science learning environment of the European North: the strategy of innovative development".

We are open for cooperation with Russian and foreign researchers, people involved in educational activities, concerned with teaching and self-education, media sphere employees, developers of educational software products and network information and training systems.
