Abstract: the article raises the question of the possible use of parametric analysis to examine the quality of documents defining the strategy for education development. The authors use the following methods: theoretical analysis, parametric analysis and critical reflection. The paper presents the list of conditions under which a document can be considered as strategic. The list was compiled on the basis of the key provisions of strategic management theory and Russian papers on development and management of education; and taking into account the requirements of the Federal Law "On Strategic Planning in the Russian Federation", as well as methodological provisions of related scientific theories focusing on strategic management of education.
The authors use the concept of "parameter" and parametric approach in the humanitarian sense relevant to the specific nature of educational systems and objects. The article substantiates the authors' vision on the system of parameters and indicators that determine a strategic potential of a document's content. These parameters include: strategic, conceptual, prospective, praxeological nature, as well as semantic certainty, safety and social responsibility in their scientific and pedagogical interpretation. The paper also presents the matrix of parametric analysis.
Applying these parameters and indicators to assess the quality of a particular document, the authors analyze the project "Strategies for the Development of Education in the Russian Federation until 2025". The theoretical propositions presented in the article aimed to develop methodological bases for the designing and improving the quality of strategic documents in the field of education.
