Abstract: improving the legislative support of non-state higher education and promoting its orderly development is one of the main tasks facing the administrative departments of education of the People's Republic of China. Non-State higher education is an important part of the education system and has the same legal status as public higher education. This article mainly explains the role of legislative policy in the field of non-state higher education, the process of its development and the context of changes, emphasizes the important role of regulations in the management and regulation of the development of non-state universities, analyzes the problems and causes existing in the current process of reforming legislative policy, outlines the basic principles of its reform, puts forward proposals for improving laws and regulations in non-state higher education.
