Abstract: the article considers the issues of increasing the effectiveness of the innovative activity in the Russian educational system in modern conditions. The author made an analysis of publications on working with innovative sites in 10 regions of Russia, and highlighted their common components; author proposed the additional component. Based on the analysis in article proposed the idea of «innovative development scenarios» of schools, which implies a consistent change in the formats of innovative activity provided both at the level of the school itself and from the educational authorities. Such a scenario approach is considered as one of the conditions for developing a development strategy for schools and as a means to increase the effectiveness of the prognostic component of management. The concept of «innovative development scenarios» is described descriptively and graphically by examples of innovative activity of a sample of schools of St. Petersburg in 2015–2020.
