Abstract: the state task for eliminating the second and third shifts in schools determines the large-scale construction of new educational institutions and, consequently, the personnel reserve training. The article is aimed at developing a strategy to expand the capabilities of the personnel reserve training system for general education organizations. A set of system-synergetic and activity-acmeological approaches was chosen as the methodological basis; the methods used were a systematic analysis of scientific papers, in accordance with the research topic; scientific deduction; modeling; primary pedagogical interpretation of empirical data. Based on the theoretical analysis and clarifications of the concepts of «strategy», «pedagogical strategy», and «personnel reserve», a strategy is proposed to expand the capabilities of the personnel reserve training system. Within the framework of the proposed strategy, the article reveals the content and essence of social, educational, psychological and creative opportunities realized through appropriate measures. A comparative analysis of the capabilities used in traditional retraining programs and advanced training courses with the proposed capabilities of the described strategy is carried out. The testing of the proposed strategy at the professional retraining program for 4th-year students of Voronezh State Pedagogical University for the new position of «Advisor to the Director of the School on education and interaction with public organizations» showed good results and the prospect of widespread application of the strategy to expand the capabilities of the personnel reserve training system.
